Hoeven-Corker Amendment Cloture Appears Assured

The Hoeven-Corker Amendment has passed its first test.

The Senate voted 67-27 Monday to advance a border security amendment to bipartisan immigration legislation, building momentum for a final vote later this week.

Fifteen of the “yes” votes were Republicans, suggesting supporters could hit the 70-vote threshold they hope to reach in the final vote. It is thought a big, bipartisan vote could put pressure in the GOP-held House, where immigration reform faces dimmer prospects.

The vote comes amid a flurry of stories arguing that the amendment has many loopholes, including an innocent looking provision that allows those who overstay their visas illegally to file for citizenship without having to return to their home country first.

The next big step for the overall immigration bill currently appears to be a cloture vote followed by the final vote for passage, which Senate Majority Leader Harry Reid (D-NV) hopes to have on Thursday.
